Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply to the company or its management, administrative or supervisory bodies, or to persons authorised to represent or control it. The notice covers criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other forms of human trafficking, and other exclusion grounds set out in the tender documents and the Public Procurement Act. If an exclusion ground exists, the bidder may be allowed to show self-cleaning measures where the law or tender documents allow it.
The tender also requires confirmations that the bidder does not use prohibited subcontractors or suppliers linked to Russian sanctions rules, does not use a subcontractor subject to replacement under the Public Procurement Act, and will provide the required confirmations and supporting information in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register of its country of establishment. The tender documents may require proof of registration.
For technical and professional capacity, the bidder must have at least two properly completed construction contracts from the 60 months before the start of the procurement, where the subject was the construction or reconstruction of outdoor lighting or street lighting, including lighting for pedestrian and cycle paths, streets or other public areas. The bidder must provide descriptions and evidence of proper performance.
The person responsible for managing the construction works, i.e. the project manager, must have at least the professional qualification of a certified electrical engineer at level 7 with competence in construction and operation of electrical installations in buildings.
