Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activities, money laundering, child labour or human trafficking, or for any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder must show an average annual turnover in the contract-related field of at least EUR 90,000 over the last 3 financial years. The bidder must also have completed at least one similar contract within the last 36 months with a value of at least EUR 40,000 excluding VAT. Similar contracts are defined as mechanical-sector contracts that included both design and manufacturing. The bidder must provide the contract details, including contract value, period, client and contact details, and, where applicable, the public procurement reference number. The bid must include a description of the technical solution, a 3D concept, an initial week-by-week schedule, and the roles of the team members. The team must be led by a project manager who has, within the last 60 months, experience in managing at least one project of similar scope and content; this means a mechanical-sector design and manufacturing contract worth at least EUR 40,000, personally managed by that person. The project manager’s experience must be evidenced on the form “FORM – project manager details”. The team members named in the bid must also be used in contract performance. The bid price table must be submitted on the contracting authority’s form.
