Compliance requirements
The machine-readable notice included exclusion grounds based on the Estonian Public Procurement Act, including criminal organisation participation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorism-related offences, and other mandatory exclusion grounds. The bidder must also confirm that no excluded subcontractor is used and that the bidder is established in an eligible country. The exact grounds, self-cleaning options and required confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one contract similar to the subject of the tender within the last 60 months, involving the construction or reconstruction of at least 250 m of water pipeline and sewer pipeline. The same requirement is also met if the bidder can show separate experience of at least 250 m of water pipeline and at least 250 m of sewer pipeline under two different contracts. To prove this, the bidder must submit in the ESPD a list of relevant construction contracts with the contract performance period and the contracting parties; if a contract was awarded through public procurement, the procurement reference number must also be provided. If the experience is shown through a joint bid, the bidder must explain which works it performed and what share of the contract volume those works represented.
