Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud, terrorist offences and related crimes, money laundering or terrorist financing, illegal employment of foreign workers, child labour, tax debts, and breach of sanctions. The contracting authority may also exclude a bidder that has previously seriously breached a public contract or submitted false information about qualification. The bidder must separately confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years must be at least EUR 100,000. The turnover must come from engineering activities, technical consulting, construction design, or construction of electricity and communication networks, or from equivalent activities. The bidder must submit extracts from the reports for the last three completed financial years together with the tender; if the turnover does not appear under the required EMTAK code, the bidder must provide an explanation on request. If the bidder is not registered in Estonia, the extracts must be based on the NACE classification. The bidder must submit a list of reference projects completed during the 60 months preceding the start of the procurement, in accordance with Form 2. Among the persons performing the framework agreement there must be at least one person with a valid electrical engineer professional certificate (electricity networks and systems, level 7, selectable work part: design) or an equivalent A-competence qualification, and valid supporting evidence must be provided for at least one person. The bidder must be ready to use the contracting authority’s electronic schemes, databases, software and environments, including Trimble Unity and the EPP environment. The tender must be submitted on Form 3 in Excel format, and in the case of a joint tender, a power of attorney from the joint bidders must be attached.
