Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, breach of integrity duties or corrupt conduct, fraud, a terrorist offence or other terrorism-related offence, money laundering or terrorist financing, enabling illegal work in Estonia, illegal use of child labour, tax debt, or breach of international or government sanctions. The bidder must also confirm that none of the optional exclusion grounds apply, such as serious professional misconduct, bankruptcy or liquidation, anti-competitive agreements, conflicts of interest, serious breach of previous contracts, false information, or tax offences. In addition, the bidder’s place of residence or establishment must not be in the Russian Federation or the Republic of Belarus.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last three completed financial years must be at least EUR 100,000 per year. The turnover must have been generated in engineering activities, construction engineering design and consulting, other engineering activities, or construction of electricity and communication networks, or in equivalent activities. The bid must include an extract from the accounts for the last three completed financial years; for a bidder registered in Estonia, this may not be required if the data are publicly available to the contracting authority from a data register. At least six months must have passed since the end of the last completed financial year by the bid submission date. The bidder must submit a list of reference projects completed within the 60 months preceding the start of the procurement, in accordance with Form 2. Among the persons performing the framework agreement there must be at least one person with a valid electrical engineer professional certificate in the field of electricity networks and systems, level 7, design work part, or an equivalent A-competence person; valid supporting documentation must be provided for at least one person. The bid must be submitted on Form 3 with a coefficient used to calculate unit prices and the total price, and a price form with changed positions or quantities is not acceptable. The bidder must be ready to use the contracting authority’s electronic schemes, databases, software and environments, including Trimble Unity and EPP.
