Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, and the other offences listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The bidder must also confirm the information related to payment of taxes and social security contributions and, where necessary, provide electronic evidence or references to it.
Qualification criteria and exclusion grounds
The bid must comply with the procurement documents and conditional bids are not allowed. The bidder must complete the required form ‘Annex 3. Specification and price form for the offered goods’ and fill in all blue-marked fields: the medicine name, manufacturer and unit price excluding VAT. The offered goods must comply with the technical description. If the bidder submits a joint bid, a power of attorney for the joint bidders must be attached. If the contract is signed by an authorised representative, a power of attorney for signing the contract must also be attached. The bid must identify the person who will sign the contract and the contract contact person. Evidence of compliance and equivalence must be provided where necessary. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. The compliance conditions also include a requirement that subcontractors or suppliers representing more than 10% of the contract value may not be citizens, residents or entities established in the Russian Federation, or entities owned or controlled by them. The machine-readable notice did not include precise additional selection criteria; these must be checked in the procurement documents.
