Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder or its managers, legal representatives or supervisory board members must not fall under these grounds. If an exclusion ground exists, the bidder may be allowed to demonstrate self-cleaning, where applicable under the law or the tender documents. The exact list of exclusion grounds and the required confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its home country. If the bidder is not established in Estonia, it must provide an extract from its home-country register if requested by the contracting authority. For technical and professional capacity, the bidder must have completed at least 5 graphic design service contracts during the 36 months before the start of the procurement, each with a value of at least EUR 10,000 excluding VAT. The bidder must submit a list of these reference contracts with completion dates, contract values and client contact details. The tender also requires confirmation that the bid is prepared in Estonian, is unconditional, follows the required price structure, and complies with the tender documents. If the bidder relies on equivalent services or evidence, supporting proof must be submitted with the bid.
