Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register or in the commercial register of its country of establishment. To provide the service, it must hold the relevant waste permit or environmental permit and state the permit number and validity period. The contractor must have professional liability insurance of at least EUR 30,000 throughout the service period. The bidder’s average specific annual turnover in the waste management sector must be at least EUR 60,000 over the last 3 financial years. The bidder must have performed at least 2 waste treatment contracts, each lasting at least 1 year, within the last 48 months. The bid must comply with the procurement documents; in a joint tender, an authorised representative must be named; any business secret must be justified if claimed; and the bidder must confirm that subcontractors and suppliers linked to the Russian Federation will not account for more than 10% of the contract value. For each waste treatment site, the bidder must provide the name, address, environmental permit or registration number, and confirmation of the right to use the site for the entire contract period.
