Compliance requirements

The bidder and its management body members are checked for the usual exclusion grounds, in particular participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and offences related to terrorist acts or terrorist activity. If such a ground applies, the bidder may submit evidence of self-cleaning measures where permitted. For first-tier subcontractors, the same criminal conviction grounds are also checked. Qualification criteria and exclusion grounds

The bidder or its subcontractor must have filed a business activity notice for the activity area 'Construction' with the exact classification 'general construction' and for the activity area 'Heritage conservation' with the exact classification 'conservation and restoration of a building located on a monument or World Heritage site', or hold an equivalent registration or licence under the law of the country of establishment. If the bidder relies on a subcontractor, the person holding the relevant registration must personally perform that part of the contract. The bidder must submit the project manager's CV; the project manager must have, within the last five years, experience managing at least two conservation and restoration construction projects on cultural monuments and buildings located on World Heritage sites as the contractor's project manager. If the specialist is not directly employed by the bidder, a confirmation of participation must be included. A special works specialist must also be involved, holding a level 5 security systems responsible specialist certificate or a level 6 security systems designer certificate, or equivalent. The bid must be prepared in Estonian, submitted electronically via eRHR, and include all required documents; conditional bids are not allowed. If an equivalent solution or product is offered, proof of equivalence and a comparison table must be submitted.
