Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply, including convictions for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal employment of foreign nationals, human trafficking, or tax debts. The bidder must also confirm that none of the voluntary exclusion grounds apply, such as serious or repeated breach of a previous contract or submission of false information about qualification requirements. The machine-readable notice did not include more precise exclusion requirements; they must be checked in the tender documents or official tender details.
Qualification criteria and exclusion grounds
The bidder must have at least three properly performed contracts for electrical construction works similar to the subject of the contract within the 60 months before the start of the procurement, and at least one of those contracts must have a value of at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts, including the performance period, the other contracting parties’ details (including the client representative’s contact details, such as phone number and email address), and, in public procurements, the reference numbers. On the contracting authority’s request, evidence of proper performance of the similar electrical construction works contracts must be provided, unless the contracting authority can obtain the information from public or private databases without significant cost.
