Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation or for corruption. If such a ground exists, the bidder may submit evidence of self-cleaning measures, where permitted. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must confirm compliance of the tender and complete the forms required in the tender documents. A separate technical expert must be provided for each competition area, responsible for the technical organisation of that area and working with the contracting authority and the chief expert. As of the tender submission deadline, the technical expert must have at least 3 years of work experience as a teacher or vocational teacher in the relevant field within the last five years; experience gained during studies or internships does not count. To prove compliance, Form I – Team Member CV must be submitted for each technical expert. In addition, the bidder must confirm that it will not use subcontractors or suppliers linked to the Russian Federation in the manner described for more than 10% of the contract value. In the case of a joint tender, a power of attorney from the joint bidders must be submitted. The tender must be submitted in the structure required by the tender documents, and equivalent solutions must be supported by relevant evidence. For lots, a tender may be submitted for up to 2 lots and a contract may be awarded to one bidder for up to 2 lots.
