Compliance requirements

The tender documents include the usual exclusion grounds based on final convictions, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The bidder must confirm that none of these grounds apply to the company or to persons who manage, represent or control it. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning.

Qualification criteria and exclusion grounds

The bidder’s total net turnover for the last three completed financial years must be at least EUR 500,000 in each year. The bidder must provide turnover data for those three years in the ESPD. Within the 60 months before the start of the procurement, the bidder must have properly completed at least 2 contracts for construction works on public roads, with a total of at least 500 m² of paving stone surfacing installed within the city administration area. The bidder must submit a short description of the contracts, the performance period, information about the other contracting party, and, in public procurement cases, the reference numbers. The contracting authority may request confirmations from the clients regarding the previous experience.
