Compliance requirements
The bidder must confirm that neither the bidder nor members of its management, administrative or supervisory bodies, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The contracting authority may also require electronically available evidence or references to such evidence. The machine-readable notice did not set out all exclusion grounds in full; the remaining grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
For lot 4, the bidder must provide details of a technical specialist. The specialist must have received technical training in the installation of the offered products, and copies of certificates proving the specialist’s training and competence must be submitted with the bid. In the ESPD, the bidder must provide the specialist’s first and last name, profession or occupation, qualifications and experience, time employed by the bidder, and, where relevant, electronically available evidence together with the URL, code and issuer details. If the bid is submitted jointly, an authorised representative must be named and a power of attorney for the joint bidders, together with a confirmation of joint and several liability, must be submitted. The bid must comply with all tender documents, and equivalence must be demonstrated where necessary. For lot 4, certificates proving the technical specialist’s training and competence must be submitted with the bid.
