Compliance requirements
The tender documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud and other mandatory grounds under the Public Procurement Act. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning, and the notice indicates that such evidence can be submitted electronically. The machine-readable notice did not include the full list of exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the commercial register or an equivalent foreign register. If an operating licence is required, the bidder must hold a valid public transport licence or operating licence by the tender submission deadline and provide the licence number and a publicly accessible address. For the buses used to provide the transport service, a list must be submitted for each route together with confirmation that the buses are equipped with seat belts. The buses must be registered in the Estonian vehicle register, be suitable for carrying passengers on school routes, comply with the technical requirements and other relevant requirements, have passed the regular technical inspection, be suitable for use in the Estonian climate, be clean and in good condition, and have a registration certificate showing the number of seated and standing places. The machine-readable notice did not include other precise qualification or compliance requirements; these must be checked in the tender documents.
