Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies, its procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least two cleaning service contracts in the last 36 months, each worth at least EUR 30,000 excluding VAT. A list of previous services must be provided with information on scope, period of performance and clients, and the contracting authority may request client confirmations. If the work was carried out under a public procurement procedure, the reference number must also be provided.
For service management and quality control, the bidder must have a competent team leader with at least the qualification certificate ‘Cleaning Service Worker level 3, specialisation in special cleaning work’ or an equivalent qualification. An equivalent qualification also includes at least 24 academic hours of special cleaning training with the relevant competencies. If the qualification cannot be verified in the professional register, documents proving the qualification or training must be attached.
To submit the tender, the bidder must inspect the sites together with the contracting authority’s representative before submitting the offer. The tender must comply with all tender document requirements; conditional tenders are not allowed. The tender price must be submitted both in the structure required in eRHR and in accordance with cost schedule form 1. If the bid is joint, a power of attorney for the joint bidders must be attached. If the tender is signed by a person without representation rights, a power of attorney must be attached. If the bidder relies on the resources of another company, that company’s ESPD and written consent must also be submitted.
In addition, before service delivery starts, the staff performing the service must be trained on environmental impacts, and a monitoring procedure must be established for the contract period, unless the bidder has an ISO 14001-certified or EMAS-registered environmental management system or an ecolabel for indoor cleaning services. The cleaning agents used must meet the EU Ecolabel criteria, and the bidder must provide a list of the cleaning agents and documents proving compliance. The machine-readable notice did not include precise requirements; they must be checked in the tender documents.
