Compliance requirements
The bidder must confirm that neither it nor the members of its management, representation or supervisory bodies have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must confirm that, before submitting the tender, it has reviewed all relevant facts and the tender documents and that the tender fully complies with the contract notice and tender documents. The offered equipment must be new and comply with the technical specification. The tender must remain valid for at least 3 months. If the tender is submitted by a representative, a power of attorney must be provided unless the right of representation is evident from the register. In a joint tender, a power of attorney for the joint bidders and ESPD documents for all joint bidders must be submitted. The technical offer must state the manufacturer, model and all technical parameters. The offered equipment must have a warranty of at least 2 years. During the warranty period, technical support in Estonian or English must be available on working days by email and phone. During the first 6 months of contract performance, the bidder must provide on-site support within 1 week after a fault is reported. The total tender price must include transport, delivery, customs and other taxes, initial setup, testing, and on-site training for flight planning, operation, maintenance and software use.
