Compliance requirements
The bidder must confirm that neither the bidder nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud, and that no corresponding exclusion period still applies. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds for other points; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least one responsible person employed by or otherwise working for the bidder under a contractual basis, holding either a Level 7 certified electrical engineer qualification or equivalent, or an electrical A-competence certificate or equivalent. The bidder must provide that person’s name and certificate number. If the bidder relies on another company’s specialist or resources, it must also provide the other company’s details and confirmation that no exclusion grounds apply and that the requirement is met. In addition, the bidder must prove that it has properly completed at least one project involving the construction of a type II electrical installation within the 60 months preceding publication of the contract notice. For the completed contract, the bidder must provide the work title, short description, address, client name and contact details, and the contract performance period. The bid must comply with the procurement documents, the attached drawings and requirements, and the bidder must submit the required declaration and other forms. Visiting the contract performance site before the bid deadline is a prerequisite for submitting a bid.
