Compliance requirements
The machine-readable notice contained the standard exclusion grounds, including criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The bidder must answer the exclusion questions and may, where applicable, provide evidence of self-cleaning. The notice also states that subcontractors subject to replacement under the Public Procurement Act may not be used.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance criteria; these must be checked in the tender documents. As compliance requirements, the bidder must confirm that the bid complies with the tender documents, submit a detailed price offer separately for stage I and stage II, and provide the required equipment declarations of conformity (CE), factory certificates, including proof of double brakes for the motors, and, if successful, an operating and maintenance manual in Estonian or English. Before submitting the bid, the bidder must visit the site at Narva mnt 27 and carry out the necessary measurements and calculations.
