Compliance requirements
The bidder must confirm that neither it nor the members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register. The bidder’s turnover for the 2024 financial year must be at least EUR 200,000. The bidder’s main business activity, or one of its main activities, must be the sale, maintenance or repair of maintenance equipment, and in 2025 the bidder must have sold at least 4 machines comparable to the contract object. Under the compliance requirements, the bidder must confirm that the offer complies with the tender documents, submit the offer in the required structure and, where necessary, attach documents proving equivalence. In the case of a joint tender, a power of attorney from the joint bidders must be attached. The machine-readable notice did not include precise qualification, suitability or compliance requirements; they must be checked in the tender documents.
