Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have, within the last five years, been finally convicted for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences or offences related to terrorist activities, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may be allowed to submit evidence of self-cleaning where permitted. The exact exclusion grounds and conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register of its country of establishment and, where required, provide evidence of registration. As a financial and economic requirement, the bidder’s average annual net turnover for the last completed financial year before the start of the last 3 public procurements must be at least EUR 150,000 for the period 01/01/2023–31/12/2025. If the bidder has operated for less than 3 years, the average net turnover is calculated as the turnover for the period of actual activity. The tender must comply with the tender documents, be unconditional, and be submitted in the required structure. The bidder must confirm that equivalent evidence is attached where applicable. In addition, if the tender is a joint bid, a power of attorney from the joint bidders must be provided, and the bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. For the furniture, the bidder must confirm that only legally harvested wood from legal sources is used and that proof of wood origin will be provided upon delivery; the bidder must also declare any substances on the REACH candidate list if their content exceeds 0.1% by mass. The machine-readable notice did not include precise qualification or compliance requirements; these must be checked in the tender documents.
