Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with power of representation, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also asks whether this information is electronically available, and if necessary a reference or evidence must be provided.
Qualification criteria and exclusion grounds
The bidder must have completed at least 3 sales contracts for office or industrial furniture in the 36 months before publication of the tender, each with a value above EUR 70,000 excluding VAT. Each reference contract must have been completed as a single order or contract, not under a standing arrangement, and the goods must have been delivered to the client before publication of the tender. The ESPD must include the requested data, and the successful bidder must provide evidence of contract performance, such as a handover certificate or a client confirmation letter. For the technical description of the bid, the bidder must provide a technical description of the offered product, dimensions and material data, and a photo or product sheet. The chairs must be delivered to the contracting authority’s address in Tallinn, Kultuurikatel, Kursi tn 3, no later than within 18 weeks.
