Compliance requirements
The bidder must not have tax debt. The bidder must not be bankrupt or in liquidation, its business activities must not be suspended, and it must not be in any similar situation under the laws of its country of establishment. No compulsory liquidation or similar proceedings may have been initiated against the bidder. The bidder must confirm the absence of these grounds.
Qualification criteria and exclusion grounds
The bidder must name two key persons and provide their names and professional qualifications. The design project manager must have at least the professional qualification of a certified road engineer, level 7 (excluding the initial qualification), and competence in the field of design management, or an equivalent qualification (Estonian Qualifications Framework / EQF level 7). The road construction project manager must have at least the professional qualification of a certified road engineer, level 7 (excluding the initial qualification), with the specialisation of road construction and maintenance and the professional field of construction management, or an equivalent qualification (Estonian Qualifications Framework / EQF level 7). In addition, the bidder must submit a calculation showing how the design work price is formed across different works and costs. The bid must comply with the procurement documents and, where necessary, include an explanation of equivalence and supporting evidence. In the case of a joint bid, a power of attorney for the joint bidders, confirmations from all joint bidders that no exclusion grounds apply, and information on the size and nature of each joint bidder’s share of the contract must be submitted. The bid may be submitted by the bidder’s legal representative or an authorised person.
