Compliance requirements
The bidder must not have tax arrears. The bidder must not be bankrupt or in liquidation, its business activities must not be suspended, and it must not be in any similar situation under the laws of its country of establishment. No compulsory liquidation or similar procedure may have been initiated against the bidder. The bidder must confirm these circumstances.
Qualification criteria and exclusion grounds
The bidder must appoint two responsible persons. The design project manager must have at least the professional qualification of a certified road engineer, level 7 (excluding the initial qualification), and competence in the profession of design management, or an equivalent qualification (Estonian Qualifications Framework / EQF level 7). The road construction project manager must have at least the professional qualification of a certified road engineer, level 7 (excluding the initial qualification), with the specialisation of road construction and maintenance and the profession of construction management, or an equivalent qualification (Estonian Qualifications Framework / EQF level 7). The names and professional qualifications of these persons must be provided in the bid. In addition, a calculation of the design work cost breakdown by different works and costs must be submitted. If the bid is submitted as a joint bid, a power of attorney for the joint bidders, confirmations from all joint bidders that no exclusion grounds apply, and information on the size and nature of the contract share performed by each joint bidder must be included. The bid must comply with the procurement documents, conditional bids are not allowed, the bid price must be submitted according to the prescribed structure, and equivalence must be explained and supporting evidence provided where necessary.
