Compliance requirements
The tender documents include the standard exclusion grounds for criminal convictions, including participation in a criminal organisation, corruption and fraud. The bidder or its management, administrative or supervisory body members, or authorised representatives must not have a relevant final conviction within the last five years, unless the exclusion period has expired. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where allowed by the procurement rules or the tender documents. The machine-readable notice did not include any more specific exclusion grounds; these must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bid must comply with the technical specification. The bidder must submit the completed Annex 1 technical description and the manufacturer’s information material so that compliance can be assessed. The bidder’s team must include a service and repair specialist in Estonia who has received manufacturer training for servicing and repairing the offered device, and the bidder must provide the manufacturer’s training certificate. The bidder must submit a 4-year preventive maintenance plan together with the manufacturer’s instructions showing the required maintenance frequency and tasks. The bidder must be the official representative or reseller of the offered products in the Republic of Estonia and provide the manufacturer’s confirmation of representation and sales rights. The bidder must confirm that it can provide a demo device within 10 working days if requested. The bidder must also confirm compliance with the procurement documents, that any equivalence has been explained and supporting evidence attached, that the bid follows the required price-sheet structure, and that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.
