Silo storage facility design and construction works
Summary
The tender concerns the design of the silo storage facility and the construction works. The bidder must take into account the turnover requirement in the construction sector, previous experience in building silo storage facilities, and the qualification and experience requirements for the project manager. Qualification criteria and exclusion grounds
The bidder’s construction-sector turnover must have exceeded EUR 900,000 in each of the 2024 and 2025 financial years. The bidder must provide turnover details by financial year and, if needed, attach the annual report or profit and loss account if the filing deadline with the business register has not yet passed or the document is not available in the Estonian business register.
The bidder must have, as main contractor, properly built at least 2 monolithic concrete silo storage facilities during the 60 months before the start of the procurement. For the references, the bidder must provide the project names, locations, silo capacities and completion dates.
The project manager must hold a valid level 7 certified civil engineer qualification, or an equivalent professional qualification, and must have experience in carrying out the construction works of at least two monolithic concrete silo storage facilities during the 60 months before the start of the procurement. The bidder must provide a document proving the project manager’s qualification and the names, locations and completion dates of the reference projects.
