Compliance requirements

The bidder must confirm the standard exclusion grounds, including no final convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and terrorist offences within the last five years, unless the exclusion period has expired. The notice also refers to self-cleaning: if an exclusion ground exists, the bidder may provide evidence of measures taken to restore reliability, where allowed by the procurement rules or tender documents. For first-tier subcontractors, the documents also include exclusion checks during contract performance.

Qualification criteria and exclusion grounds

Within the five years before the tender deadline, the bidder must have properly performed at least one contract for dredging a water body, removing at least 10,000 m³ of bottom sediment or soil. The dredging must have been carried out in a water body using floating dredging technology. The bidder must provide the reference object name, client name, contract performance period, volume of removed material, a short description of the dredging technology used, and the client’s contact details. If the reference was performed with other companies or the bidder relies on another company’s experience, the bidder must also show its own share in the contract performance. If the bidder relies on another company’s resources, it must provide details of that entity and, if requested by the contracting authority, that entity’s consent to the reliance and confirmation that it will participate directly in performance of the contract. The bidder must also submit a detailed description of the dredging equipment and technology planned for the Eesti Värava channel maintenance dredging works, together with a work schedule showing the main stages and planned deadlines. In addition, the bidder must confirm that it will use a project manager who meets the requirements set out in section 7.4 of the technical specification; the project manager’s CV will be submitted after contract award.
