Compliance requirements
The machine-readable notice included the standard exclusion grounds from the ESPD, including criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must confirm whether any exclusion ground applies and, where relevant, provide the date of conviction, the reason, the person convicted, the exclusion period, self-cleaning measures and electronic evidence details. The exact list and wording of all exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the official tender documents. The ESPD and compliance documents indicate that the bid must follow the technical specification and bid form, all offered products must bear the CE mark and comply with MDR 2017/745, the bidder must provide the manufacturer’s technical documentation, and samples must be submitted within 5 working days after the contracting authority’s notice if requested. Equivalence must be demonstrated where applicable and supporting evidence must be attached.
