Compliance requirements
The machine-readable notice included the standard mandatory exclusion grounds. A bidder or its management, administrative or supervisory body member, or a person authorised to represent, decide for, or control the bidder may be excluded if they have a final conviction for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other forms of trafficking in human beings, or other mandatory exclusion grounds set out in the tender documents. If an exclusion ground applies, the bidder may be allowed to provide evidence of self-cleaning where the procurement rules permit it. The exact exclusion grounds and any recovery/self-cleaning details must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least one project manager or site manager on the project for the whole contract period, responsible for managing the works. The required qualification is at least an EQF level 6 construction manager or construction engineer qualification, or an equivalent foreign professional qualification. The passport must include the responsible person’s name and qualification. If the qualification is not freely available to the contracting authority from a public register, the bidder must provide proof on request. For a foreign qualification, the contracting authority may also require confirmation from a competent authority that it is equivalent. The machine-readable notice did not include any further precise financial, experience, or additional compliance requirements; these must be checked in the official tender documents.
