Compliance requirements
The tender documents include the standard exclusion grounds for criminal convictions, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, participation in a criminal organisation, terrorist offences, and other mandatory exclusion grounds. The bidder must also confirm the required statements in the tender documents, including that it accepts the procurement documents, submits a conditional offer only if allowed, and will provide subcontractor information as required. The machine-readable notice did not include all precise exclusion details; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have acted as main contractor within the 60 months before the start of the procurement on 1 similar contract. A similar contract means street lighting construction works with at least 50 lighting points. Only works accepted by the client during that period count. The bidder must provide in the ESPD the contract object, scope of works, contract period and details of the other contracting parties, and the successful bidder must provide proof of proper performance if requested. The bidder must have a quality management system in the construction works field that meets at least ISO 9001 or equivalent requirements. If the system is not certified, an internal quality management system description must be provided, and certificates or equivalent documents must be submitted on request.
