Compliance requirements
The bidder must confirm that it has no tax debt, environmental charge debt, or social security contribution debt under the laws of its country of establishment. The machine-readable notice did not include any further precise exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
Within the 60 months before the publication date of the contract notice, the bidder must have properly performed at least one contract that included filling soil or concrete voids by injection method. The bidder must submit the contract details on the contracting authority’s form and a client confirmation that the contract was performed properly. A handover-takeover act is not accepted as client confirmation. The bidder must also provide a short description of the contract, the performance period, the other party’s contact details, and, in a public procurement, the reference number. If the bidder relies on the resources of another company, it must submit that company’s legal representative’s consent and, where relevant, add the subcontractor and the reliance note. In the case of joint bidders, the bid must also include the size and nature of each joint bidder’s share, where relevant.
