Compliance requirements
A bidder may be excluded if it has tax, levy or environmental charge arrears, or equivalent arrears in its country of establishment, or if it fails to pay or reschedule the debt within three working days at the contracting authority’s request. A conflict of interest that cannot be avoided by other means may also be a ground for exclusion. The bidder must submit a confirmation that no exclusion grounds apply; a foreign bidder must provide the relevant certificate or confirmation from its country of establishment if required.
Qualification criteria and exclusion grounds
The bidder must be registered in the Commercial Register or an equivalent register in its country of establishment; for bidders registered in Estonia, the contracting authority checks the registration itself, while a foreign bidder must provide an extract from the relevant register. The team must include the following qualified persons: a project manager, a site manager, a project manager for heating, ventilation and cooling works, a project manager for water supply and sewerage works, a project manager for electrical works, and a project manager for fire suppression systems. The required qualifications are: for the project manager, at least a level 7 certified construction engineer; for the site manager, a level 6 construction engineer or a level 6 construction manager; for the heating, ventilation and cooling project manager, a level 7 certified heating, ventilation and cooling engineer; for the water supply and sewerage project manager, a level 7 certified water supply and sewerage engineer; for the electrical works project manager, a level 7 certified electrical engineer or a class B competency certificate; and for the fire suppression systems project manager, a level 4 security systems technician with specialization in fire alarm system installation and maintenance. The project manager and the site manager must be different persons. The bidder must provide the names of the specialists and, where necessary, copies of their professional certificates. The bid must comply with the tender documents, be unconditional, and include equivalence explanations and evidence where relevant. The price must be submitted in form 3 and in the required structure. In a joint tender, a power of attorney for the joint bidders must be attached. Before submitting the bid, the bidder must inspect the site; the inspection takes place on 24 July 2026 at 10:00 and participation must be announced by email in advance.
