Compliance requirements
The machine-readable notice included standard exclusion grounds based on criminal convictions, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds from the tender passport. The bidder or its management/representation bodies must confirm these grounds and, where applicable, may provide self-cleaning evidence. The exact wording and all grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one year-round road and street maintenance contract within the 36 months before the start of the procurement. The contract must also have included year-round maintenance of sidewalks, and the contract scope must have been at least 100 km. The contract(s) must have been completed during that period. The bidder must provide the required information in the tender passport. If the bidder relies on another entity’s capacities, that entity’s tender passport and the buyer’s required consent must also be submitted. The buyer may request a client certificate or handover/acceptance act to prove proper performance of similar work.
