Compliance requirements
The machine-readable notice included standard exclusion grounds, including criminal organisation participation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorism-related offences, fraud, and related self-cleaning questions. The bidder must confirm the absence of these grounds and, where applicable, provide the date, reason, convicted person, exclusion period, self-cleaning measures and evidence. The exact list and wording must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have an annual turnover of at least EUR 300,000 in each of the last three completed financial years before the start of the procurement. The bidder must provide turnover data in the ESPD and, if requested, annual reports or extracts if the data are not publicly available.
Within the 60 months before the start of the procurement, the bidder must have properly completed at least 3 similar construction contracts as the main contractor. Similar works are building erection, extension or reconstruction in office, commercial and service buildings, and in entertainment, education, healthcare and other public buildings, where at least one of the following works was carried out: construction or reconstruction of load-bearing structures and external envelopes, or construction or reconstruction of interior spaces. The bidder must provide a short description of each contract in the ESPD, including building use codes, net area, performance period and details of the other contracting party, including the client representative’s contact details. For public procurement, reference numbers must be provided.
