Compliance requirements
The bidder must confirm the exclusion grounds set out in the tender documents, including criminal organisation, corruption, fraud and other mandatory grounds listed in the ESPD. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by the procurement documents. The machine-readable notice did not include the full list of exclusion grounds in a concise form; the exact grounds and any recovery/self-cleaning rules must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the qualification and compliance evidence required by the tender documents. A medical technology specialist must be part of the bidder’s team from handover of the device until the end of the framework agreement, must have received manufacturer training for servicing and repairing the offered device, and must work in Estonian. The bidder must be the manufacturer’s official representative and provide the manufacturer’s confirmation of representation and sales rights. The bidder must also submit a 7-year preventive maintenance plan, manufacturer information materials, and Annex I technical specification/offer form to prove compliance with the technical specification. If the tender documents require any other certificates, registrations, experience references or proofs, they must be submitted with the bid.
