Compliance requirements
The contracting authority will exclude a bidder if any of the exclusion grounds under § 95(1) points 1–5 of the Public Procurement Act apply. These include convictions for organised crime, corruption, fraud, terrorist offences, money laundering or financing of terrorism; offences related to illegal employment of foreigners or paying less than the statutory wage; child labour or human trafficking; tax, social security or environmental tax arrears; and situations where awarding the contract would breach an international or Government of the Republic sanction. The bidder must confirm that none of these grounds apply.
Qualification criteria and exclusion grounds
The bidder must have performed at least one contract similar to the subject of the tender within the last 60 months before the start of the procurement, related to replacing interior and exterior doors. A list of the main works contracts must be submitted, showing the contract value, dates and the other contracting parties. If the bidder relies on a subcontractor’s experience, the subcontractor must be added to the subcontractors table so that the contracting authority can also check the subcontractor’s exclusion grounds.
For the works, the bidder or its subcontractor must have qualified responsible persons, including a chartered civil engineer at least level 6 or equivalent. The bidder must submit a list of responsible persons and copies of documents proving their qualifications and competence. A foreign bidder without documents issued in Estonia must submit copies of equivalent documents issued under the laws of its country of establishment and a confirmation that it will submit, within one month after signing the contract, the confirmation issued by the Consumer Protection and Technical Regulatory Authority.
