Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption, fraud and the other listed grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures where allowed. The machine-readable notice did not include the full list of exclusion grounds in detail; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a technically compliant tender in the required form and provide the detailed technical description, manufacturer specifications, user manuals and other Estonian- or English-language materials proving compliance with the required product characteristics. The offered products must bear the CE marking and be placed on the market in accordance with Regulation (EU) 2017/745 or its transitional provisions. The bidder must submit declarations of conformity or copies thereof, and where applicable certificates of conformity or copies thereof. If the documents cover other products as well, the products offered in this tender must be clearly highlighted.
The tender price must be given in euros as the price of one balloon catheter excluding VAT. It must include all transport and unloading costs to the Department of Cardiac Surgery and Angiography of the Foundation Tartu University Hospital.
If the tender is submitted jointly, the bidders must appoint an authorised representative and submit the joint bidders’ power of attorney and solidarity statement on Annex 3 Form I. The bidder must also submit the application for participation in the procurement on Annex 3 Form II.
The bidder must confirm that the tender complies with the tender documents and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
