Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other persons with authority to represent it, make decisions on its behalf or control it, have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering, terrorist financing, child labour or other forms of human trafficking. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that its representation rights are in order and that the required power of attorney is submitted if the bid is signed by an authorised person or if it is a joint bid. In addition, the bidder must confirm that it is established in an allowed country and not in the Russian Federation or the Republic of Belarus.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 1 similar construction contract completed within the 60 months preceding the start of the procurement, where it acted as the main contractor for design and construction works for a solar power plant with a production capacity of at least 10 kW. The reference must have been accepted by the client, and proof of proper performance must be provided if requested, such as a client certificate or other evidence. If the bidder relies on the capacities of another company, it must also provide the details and required evidence for that entity and its consent to participate in contract performance. The bid must comply with all requirements set out in the procurement documents and compliance conditions, including submission of the bid price in the required bill of quantities structure, the completed bill of quantities, and the technical description of the solar panels meeting the technical parameters required by the contracting authority.
