Compliance requirements
The machine-readable notice included standard exclusion grounds based on final convictions, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must answer the exclusion questions, and where relevant provide the conviction date, reason, the person convicted, the exclusion period, self-cleaning measures and whether the information is electronically available. The exact list continues in the tender documents and must be checked there.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification criteria beyond the compliance requirements. The tender documents require the bidder to confirm that the bid complies with the procurement documents, that conditional bids are not allowed, and that a joint bid includes a power of attorney from the joint bidders if applicable. For the vehicle offer, the bidder must submit the technical description and the manufacturer’s official technical data, and equivalence evidence if needed. The bid price must be given in euros with up to two decimal places, and the leasing payment schedule must be based on 6-month EURIBOR as of 13 July 2026, include principal, interest and VAT, and reflect a contract fee of EUR 0, a first payment of 0% and a residual value of 30% of the vehicle price. A bid may be submitted for up to two lots, and a contract may also be awarded to one bidder for up to two lots.
