Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds listed in the tender documents, or for money laundering and related grounds where applicable. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The exact list must be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder’s average annual turnover for the financial years ended by the start date of the last three procurement procedures must be at least EUR 500,000. If the bidder has operated for fewer than three financial years, the average is assessed on the basis of the years available. Joint bidders may combine their turnover. Within the last three years, the bidder must have completed at least two software testing service contracts for information systems, each worth at least EUR 100,000 excluding VAT. These contracts must have covered system and/or integration testing for business-critical or mission-critical information systems and included test execution and test case preparation. Prior experience is considered sufficient if the tested information system had at least three interfaces with other information systems or at least 100 users. The bidder must provide a client confirmation if requested by the contracting authority. The bid must also confirm the availability of a team of at least four members and that the key persons can communicate in Estonian and work with Estonian- and English-language technical and functional specifications. In addition, the bidder must confirm acceptance of the tender and procurement document terms, submit the bid only for the requested matters, not involve subcontractors subject to replacement, and indicate trade secrets, authorised persons and, in the case of a joint bid, the representative as required.
