Compliance requirements
The machine-readable notice included one exclusion-related requirement: the bidder's average declared wage to the Tax and Customs Board must be at least 70% of the average gross wage in the construction sector. Over the reference period of six calendar months, ending with the penultimate calendar month before the start of the procurement, the bidder's employees' average wage must not be below 70% of the average wage in the relevant field. A certificate from the Tax and Customs Board or the equivalent foreign authority showing the average wage paid during the reference period must be provided.
Qualification criteria and exclusion grounds
The bidder's turnover in the last financial year must be at least EUR 1,000,000. The bidder must have completed at least one equivalent construction work as the main contractor during the last 60 months; equivalent work means construction, extension or reconstruction of buildings. A project manager must be appointed for the works; the person must have at least construction engineer professional level 6 or equivalent competence in building construction and construction management. At the time of submitting the tender, the bidder must have the following entries in the MTR register: construction works, general construction, and electrical works. In the field of construction works, the bidder must have a quality management system meeting at least EVS-EN ISO 9001 and an environmental management system meeting at least EVS-EN ISO 14001, or equivalent standards. If the wage requirement is checked from the tender documents, a certificate from the Tax and Customs Board or the equivalent foreign authority must be submitted.
