Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies, nor its procurators or other authorised representatives, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If any exclusion ground applies, an explanation and, where relevant, evidence of self-cleaning measures must be provided. The machine-readable notice did not show all exclusion grounds in full; the remaining grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment and, where required, provide evidence of registration. Professional indemnity insurance must be in place with a minimum cover of EUR 50,000 and must remain valid for the entire contract period. The bidder’s average annual net turnover in cleaning and maintenance services over the last three financial years must be at least EUR 100,000 per year. Over the last three years, the bidder must have at least two cleaning service contracts for a legal entity, each covering at least 500 m² of cleaned area; a list of the contracts must be submitted with the counterparty details, contacts, service period, area cleaned, contract value and the public procurement reference number, if it was a public contract. As compliance requirements, the bidder must confirm that the tender complies with all tender document requirements, submit the tender price in the required structure, and carry out environmental training and monitoring before service delivery. For cleaning products, a list of the products to be used and documents proving compliance must be submitted; if EU Ecolabel products or equivalent evidence are used, the relevant certificates or audit reports must be provided. In the case of a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
