Compliance requirements
The machine-readable notice includes the standard exclusion grounds under the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds. The bidder must also confirm whether any persons with representation or control powers have been convicted and, if relevant, provide self-cleaning information. The notice states that precise exclusion details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must hold the activity licence required under Section 15(1) of the Insurance Activities Act for the service covered by the framework agreement. If the bid is submitted by an insurance agent or insurance broker together with the insurer, the insurer’s licence is not enough on its own: the intermediary must also be listed in the intermediaries register. The contracting authority checks this against the public data of the Financial Supervision Authority and may request proof of the licence or registration if needed. The bid must remain valid for 4 months from submission. The bidder must submit its standard insurance terms and conditions. It must also confirm whether it has a self-service environment or mobile application for the contracting authority’s staff. The bid price and limits must be entered in the required format and must cover the services described in the technical specification. If the bid is submitted by joint bidders, a power of attorney for the joint bidders must be attached. The bidder must confirm compliance with the tender documents and, where relevant, explain equivalence and attach supporting evidence. The bidder must also provide the data needed for the contract: company address, name and position of the signatory, basis for signing, contact person for contract performance, and bank account number. The bidder must confirm that it and, where applicable, the joint bidders and subcontractors are established or resident in Estonia, another EU Member State, another EEA Agreement State, or a country that has acceded to the WTO Government Procurement Agreement.
