Compliance requirements
The tender documents include the standard exclusion grounds under the Estonian Public Procurement Act, including criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must answer the exclusion questions, and if an exclusion ground applies, may provide evidence of self-cleaning where allowed. The notice also refers to the possibility of electronic evidence and to the obligation to confirm tax and social security compliance.
Qualification criteria and exclusion grounds
The bidder must submit the manufacturer’s official technical documentation or technical data sheet for each offered vehicle, showing compliance with the technical description.
The bidder must provide service point locations and ensure regular maintenance, emergency repairs and warranty service at least at one service point within 20 km of Linnaaru tee 5, Soodevahe, Harju County, at least at one service point within 20 km of Turu 56, Tartu, and at least at one service point within 80 km of Ülesõidu 1, Jõhvi. The names, registration numbers and addresses of the service providers must be given on the contracting authority’s form.
The bid must comply with all tender documents, be unconditional, and include the required forms and evidence. If the bidder relies on equivalence, it must explain it and attach proof. The bid price must be submitted in the required structure. In the case of a joint bid, a power of attorney for the joint bidders must be attached. The bidder must also provide details of authorised persons not visible in the business register, if any.
