Compliance requirements

The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activity, money laundering or terrorist financing, and any other mandatory exclusion grounds stated in the ESPD. If any ground applies, the bidder may submit self-cleaning measures where permitted. The exact exclusion grounds and any possible remediation conditions must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover in IT infrastructure and management services must have been at least EUR 150,000 in each of the last three financial years, i.e. at least EUR 450,000 in total. The bidder must provide a confirmation and an extract of its net turnover for the last three years; for a legal entity registered in Estonia, some data may be publicly available to the contracting authority. The bidder must be registered in Oracle’s official partner register and provide hardware support services related to Oracle solutions. In addition, the bidder must confirm that the bid complies with the tender documents, that equivalence has been explained where necessary, that the offered goods are not subject to international sanctions, and that subcontractors or suppliers linked to Russia will not exceed 10% of the contract value. In a joint tender, an authorised representative must be appointed and a power of attorney for the joint tenderers must be attached. Trade secrets must be identified and justified in the bid.
