Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory grounds listed in the ESPD. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The notice also requires confirmation that the bidder does not use a subcontractor who would have to be replaced under the relevant law.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least one computer sales or rental contract worth more than EUR 100,000 excluding VAT within the last 36 months. For that reference contract, the bidder must provide the contract value, dates, client or buyer contact details and the procurement reference number if available. The bid must comply with the tender documents, and the bidder must confirm at least a 2-year warranty for office IT equipment, provide the required evidence on REACH candidate substances, and offer reuse and recycling services for decommissioned equipment in line with Directive 2012/19/EU. If the bidder is not a member of a producer responsibility organisation, it must provide evidence of a cooperation partner or an environmental permit for waste management.
