Compliance requirements

The bidder must confirm that neither the bidder nor any member of its administrative, management or supervisory body, nor any person authorised to represent, decide for or control the bidder, has been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or terrorist offences related to a terrorist act or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The contracting authority also asks for confirmation that the bidder’s place of residence or establishment is not in the Russian Federation or the Republic of Belarus. In addition, the bidder must confirm compliance with environmental requirements when performing the service. The exact exclusion grounds and confirmations must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have performed at least two contracts in the last 36 months whose subject was the conduct of a study in the fields of education, demography, regional policy and/or youth sector. For those contracts, the bidder must provide the value, dates and the other contracting parties. The tender must also include a team description, a work plan and schedule, a description of the study methodology, a joint bidders’ power of attorney if the bid is joint, and the declaration and confirmations required in Annex 2. The bid must comply with all requirements set out in the tender documents, be submitted unconditionally, and, where necessary, the bidder must explain equivalence and attach evidence of equivalence.
