Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activity, and money laundering or terrorist financing. The bidder must confirm that none of these final convictions or exclusion grounds apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where this is permitted. The machine-readable notice did not include any more precise exclusion grounds; the rest must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bid must comply with all conditions set out in the procurement documents, and conditional bids are not allowed. The bid price must be submitted according to the prescribed structure. If an equivalent solution is offered, the bidder must explain equivalence and attach supporting evidence; for the playground, Appendix 2 equivalence checklist must be completed. The machine-readable notice did not include any precise qualification, suitability or other technical requirements; these must be checked in the tender documents.
