Compliance requirements

The bidder must confirm the standard exclusion grounds, including convictions related to participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by the tender documents or the law.

Qualification criteria and exclusion grounds

The bidder must show an annual turnover of at least EUR 220,000 for the last completed financial year before the start of the last three procurement procedures. Joint bidders may combine their turnover. The bidder must provide turnover data for the last three completed financial years in the ESPD. The bidder must have properly performed at least one contract similar to the subject of the procurement within the last 60 months. A similar contract means construction of a wooden boardwalk of at least 100 metres in a natural environment such as a forest, by a water body, in a bog, park or on a beach. The ESPD must include a list of such contracts with information on the construction site, dates and the other contracting parties. The successful bidder must be ready to provide confirmation letters from clients proving that the contracts were performed correctly and in accordance with good practice.
