Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice listed the exclusion grounds in the ESPD; the exact details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s team must include at least the following specialists: the responsible owner’s supervision specialist, a high-voltage specialist, a fire and security alarm specialist, a heating, ventilation and cooling systems specialist, a water supply and sewerage systems specialist, a BIM specialist, and a road construction and maintenance specialist. The responsible owner’s supervision specialist must have at least 3 years of work experience in construction supervision or owner’s supervision. The BIM specialist must have at least 2 years of work experience in supervising the information model part during construction or owner’s supervision. A CV and, where necessary, a professional certificate, equivalent document or other proof of competence must be submitted for each specialist. If a specialist cannot be verified in the Estonian register or is not an employee of the bidder, the relevant confirmation or consent must be provided. The tender must comply with the procurement documents and conditional tenders are not allowed. The exact compliance requirements and form requirements must be checked in the tender documents.
