The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The tender must comply with the procurement documents and conditional tenders are not allowed. In the case of a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The tender price must be submitted in the prescribed structure using Appendix 2, the price form; the bidder may fill in only the fields that are allowed. If equivalent products are offered, a written comparison table, manufacturer documentation and other evidence of equivalence must be submitted with the tender. The machine-readable notice did not include precise qualification or suitability criteria; they must be checked in the tender documents.
