Compliance requirements
The bidder must confirm that neither the bidder nor its members of the management, administrative or supervisory body, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, money laundering, financing of terrorism, child labour or other forms of human trafficking. If such a ground exists, the bidder may submit evidence of self-cleaning measures where this is allowed for the procurement. First-tier subcontractors are checked against the same exclusion grounds and must submit an ESPD as well.
Qualification criteria and exclusion grounds
The machine-readable notice and the selected tender documents include qualification requirements in the ESPD and the tender documents. For Lot 1 (Furniture), the bidder must have completed at least 2 furniture supply contracts similar to the subject of the procurement during the 36 months before the start of the procurement. Each contract must have had a value of at least EUR 175,000 excluding VAT. The list must include the contract value, dates, the other contracting party and contact details, and reference numbers where applicable. The tender documents also require the bidder to confirm that the tender follows the prescribed structure, that all required price lines are completed, and that any equivalent solution is explained and supported by evidence if relevant. Subcontractors of the first tier must also submit an ESPD.
